Default Why doesn't OHIP cover Type 2 Diabetes?

If anyone knows why the ONTARIO MINISTRY OF HEALTH doesn't cover Type 2 Diabetes, Please help me. And provide reasons. I contacted the Ministry Of Health but the lady I talked to said she can't tell me b/c I am a student and not a doctor/physician.

So, in case you know why, please consider the following when answering;
-- social issues
-- is it preventable?
-- Is Type 2 due to an individuals lifestyle rather than genetic disposition ?
-- Does diet control Type 2?
-- What is covered? (egs. Of illnesses)
-- Complications OF Type 2 Diabetes ( further costs)
